SGT, BTO commit too late and incorrect commit order

test 6:

after w4x T4 is done and can commit and must do so because c4 is before r 5 x in the original order

same problem for sgt

test 4 commit order is incorrect for SGT and BTO, the original schedule has c1 c2 c3 but BTO and SGT have c 3 c 1 c 2
