Subject: [PATCH] Do not enable TCL_ARRAYS feature by default, because it is
 wrong and dangerous unless you are using contrib/string.  We really need a
 thorough look at the issue of making the backend and the FE/BE protocols
 completely 8-bit-clean for string data, but that's a task for some future
 release.
